Mali has experienced conflict on a regular basis since its independence in 1960. The military coup in March 2012 was nevertheless the worst political and security crisis ever faced by the country. Despite some progress prior to the crisis, Mali is not expected to achieve the Millennium Development Goals by 2015. Under-five and maternal mortality rates remain high. The primary education completion rate in 2010 stood at just 58.1%. Only a third of households have access to improved sanitation in rural areas and 45% in urban areas, while an estimated 73% of the population has access to safe drinking water. The crisis has worsened the human development outlook, with over half a million people displaced internally.
